James Ballard
Sr. Vice President – Global Services Group
Mr. Ballard is currently President and CEO of Global Services & Solutions, Inc. Prior to that, he was a Consultant for private equity firms and investment banks providing strategic M& A and business operations consulting services to CEO, COO and Division President level executives. Before that, Mr. Ballard worked for Perot Systems Government Services and in 2006 held the position of President, and in 2002 Chief Operating Officer. Before being acquired by Perot Systems Mr. Ballard worked for ADI Technology Corporation and held the positions of President and Chief Operating Officer during his tenure there. During his 26 year career in the Navy, Mr. Ballard served in a number of positions. In 1994, he was selected to serve as Major Program Manager, Submarine Shipbuilding Program. Prior to that, he served as Engineering and Planning Officer and held the title of Chief Design Engineer. Before that he worked as a Naval Deputy Program Manager and Technical Director for all complex ocean engineering programs. Additionally, Mr. Ballard held various US Navy Fleet and Headquarters assignments from 1973-1991. He acquired MS and BS degrees in Mechanical Engineering from the Naval Post Graduate School and Rensselaer Polytechnic Institute, respectively.
William V. Cross
Specialist Leader, Deloitte Consulting Department of Defense Business Group
William V. Cross is a Specialist Leader in Deloitte Consulting’s DOD business group. As such, he is responsible for strategic and operational planning and execution of new business opportunities across the DOD market space. Before joining Deloitte in 2004, Bill was Vice President of Navy and Marine Corps Business Development at CACI International. Prior to joining CACI in 2000, he served as a career naval officer, retiring from the Navy as a 2 star Admiral. During his naval service, he had four operational commands and was qualified as a major weapons system acquisition manager, test pilot and nuclear propulsion engineer. Admiral Cross was selected as the Navy’s first Chief Executive for Aircraft Carrier procurement. He served as the Director for Plans and Policy at the U.S. Transportation Command where he led the planning of global mobility and logistics requirements for U.S. military forces worldwide. He also served as the Director of Military Operations at the U.S. European Command directing numerous operations in Europe, the Middle East and Africa. Prior to his selection to Admiral, he commanded a Navy F-14 fighter squadron, the amphibious assault ship USS INCHON, the nuclear aircraft carrier USS DWIGHT D EISENHOWER and CARRIER STRIKE GROUP SIX, winning numerous awards for excellence in leadership, management and technical acumen. Admiral Cross has earned a Bachelor of Science Degree in Naval Science and Engineering from the U.S. Naval Academy and a Master of Arts Degree in Management from Webster University.
David B. Nelson, Ph.D.
WTEC Vice President for Development
Dr. Nelson currently is the Vice President for Development at the World Technology Evaluation Center where he is responsible for identifying needs for research studies or other supporting activities and working with federal agencies to create viable projects. He recently retired from the Federal government as a member of the Senior Executive Service after more than two decades of service. His most recent government position was in the Executive Office of the President as Director of the National Coordination Office for Information Technology Research and Development. Prior to joining the White House, he was Deputy Chief Information Officer of the National Aeronautics and Space Administration, where he served as the agency’s Chief Information Security Officer, with additional responsibilities in scientific computing and enterprise architecture. He was previously Associate Director of the Office of Energy Research in the U.S. Department of Energy, responsible for research programs that included mathematics, computer and computational science, and advanced technology. Dr. Nelson received his BA from Harvard University, majoring in engineering sciences. He received M.S. and Ph.D. degrees, both in mathematics from New York University. Dr. Nelson has twice received the President's Rank Award for superior sustained managerial performance and the Department of Energy’s Meritorious Service Award.
